The Eleeks want a fountain in the square... during a drought. And they want it cordoned off so that only THEY can see it...not the plebians from the suburbs. If the plebians in the suburbs want to see it, they have to pay to view it-- through a pair of binoculars from across the street, on a CCTV

The eleeks want to curry favor with Callie, they will pay her rent, her music classes, she would have to do THEIR agenda/bidding and sing the songs THEY want her to sing, with a propogandist message to benefit THEM
