Think of it as a "home owners association" for the world.
The "World Health and Tyranny" is overseeing the cure for the newest epidemic (Ovis syndrome)...

Supposedly, the only cure for Ovis Syndrome is an innoculation made from the urine of sheep that eat leeks!
